but I was wondering if anyone can explain how to make a brush in photoshop for a spray paint effect?

Well... there are a few ways you could do something like that. I'm pretty sure you'd have to build your own grayscale image from the available brushes and then convert it to a brush preset if you want it to be an actual multi-use brush preset.
One way of getting a reasonably good-looking result might be to use a large fuzzy brush and set the Blending Mode to Dissolve. That will make it a bunch of single-pixel 100% opaque dots instead of fading smoothly between 100% and 0% opacity. You can further accent this by turning on things like Size Jitter and Opacity Jitter int he Brushes Palette and playign with the settings.
A word of warning, though; it really doesn't look very much like spraypaint until after you do some tweaking when you've finished painting. Always try new and different things, I'm sure you'll find something that looks good. Make sure to show your results around here as I'm sure some people would be interested.

i was messing about with this a bit today as well. the dual brush option can give some alrightish results (but i'd rather use painter for something like this =)
