Hello there. I had the same dilema a week before. I consulted with the forums in PowerColor and I ended up buying a Radeon 9550 128mb 128-bit. They said that it is the best card for the budget conscious people because despite its price, it has great OGL support as well as DX9.
However, rendering time hasn't changed. Powercolor people said that maybe my rendering is CPU limited. This is my problem now. What shall I do to change from CPU to the video card for rendering?
Neverthelss, the viewports look good now.

A new video card won't increase rendering speeds - thats determined by RAM and your cpu.
A new video card will increase smoothness in the viewports, so larger scenes won't stutter your computer as much.
I suggest you just decide on a budget first, then go from there. If you're american www.newegg.com is very popular for you people. The card also depends on which program you work with - some prefer ATi, some like Nvidia...and tell us what your current graphics card is...sort of pertinent...
