I'm really thinking that something like this wouldn't be an ideal solution to cooling electronics. There are better ways to alleviate heat buildup in electronics than implementing liquid coolants into that environment. The problem with liquid cooling is the risk of leakage which would damage your electronics.
What I'm seeing here is usages primarily in radiators and condensing coil environments, not electronics. When they are talking about glycol-based solutions and these nanofluids combined, that's generally an indication that they mean antifreeze of some sort, not "coolants".
However, they are suggesting that it could be used in HVAC which would mean they want to implement it into a refrigerant-based system. I find it highly unlikely that they can implement a manmade refrigerant that will outperform good old chlorodiflouromethane (R-22) which boils at -120°F.

Other trick is to use Peltier. We use them in labs...
They are great energy pumps - You can cool a cell in spectrophotometer or PCR cycler from 100C to 4 in 10-20 s. I saw the applications in CPU but these were mainly "academic like" experiments. However if the price dropped it would be a great alternative for all liquid cooling systems.

Peltier is amazing. but it doesn't solve the noise polution.
