Wow, very broad question here. :) Most people will propably tell you pages about how that depends on your needs and your machine, and to a certain degree that's very true.
But, you can still get some pointers.
Framerate - anything between 24 and 30 will "look good". I suggest you use your local video setting, ie. PAL (25) or NTSC (29.97).
For resolution, your local video settings is also a good bet, just choose PAL or NTSC, D1, square pix from the preset menu.
For web, a width of 640 pix is good.
