there is not just one technique.
you have to find out what is yours.
my technic is poly/subDiv
and there is many more like:
Nurbs,Spline,Patch...

My advice is use poly's and patch's where neccasary but with poly/subd you can do just about everything also learn how to weld verticies its the most usfull tool next to extrude ive found yet.

but my question is the best way to modeling not difrent modeling technic.
the zbrush software is a good an easy to making object for example to head designing..
can I modeling by Maya as Zbrush technic or not...
I am new to maya. please help me

You probably have seen this before, but i'm posting anyway.
This website has a lot of information about the theory behind human head modelling and the different approaches to make one.

And my personal tip for you, try to follow the so called edge loops theory, they help you to define the features that a real human head has.
