I posted an image of a scene I'm working on now here

now looking for a tutorial or something to make good looking water particles my attemps look ... er... aweful, they look more like stars...

I'm not sure about particules.
You might want to look at volumetrics.

For water get FlowTracer from NextLimit. The demo allows up to 1,000 particles.

You could probably get the effect with Hypervoxels, as well.

use hypervoxels with an emitter beneath the scene (or a few for specific bubble streams) make the hypervoxel material additive, and make it transparent with a lower index of refraction (i.e. below 1, something like 0.6 or whatever tickles your fancy) as you're modeling air as seen through water. if needs be put a little bit of fresnel colour, but more reflection... hope this helps some. put in some wind turbulence... put in turbulence in the emission speed on a few of the bubbles, add some attraction... hope this gives you a few pointers.
