If I were working on a Cel Shaded project, and I used a paper like nearly transparent texture bumb map to fill in the character, would the end result give the illusion of a Traditional Anime?

Depends on the anime you want it to look like. Most don't make the paper grain very apparent. But if you wanted that, I would just apply the bump to the entire render as an overlay instead.
