Every ten frames, the fluid does not read from the cache. Just one frame at 10-frame intervals.
The glitch does not occur in the original file: it only occurs when I have the fluid imported and when it's referenced.
I have a 3-d fluid fire with a 2d fluid smoke. The fluids are cached and the problem exists both with Copy Cache File Locally on and off.
The cache is oversampled at 1.
It's now occuring every five frames. The changes I made were the smoke being cached at oversampling of 2, the file is referenced instead of imported, and copy cache file locally is off.
This just slows the preview down at a scale of 1, but because the entire scene file will be scaled up significantly, the contents of the container jump at that interval.
The solution? Creating a new file and referencing all of the fluids, importing the objects from the original file, worked. The cache reads on every frame.
