the problem im having is rather dumb. but im trying to model a face with splines. i made the outline, not im trying to attach/weld the splines together for the mouth, eyes, ect. but they dont wanna weld. what am i doing wrong? i select the segment, divide it to get a new vertex, then i click the vertex and create line. itll create a seperate spline not attached. so i select the 2 veticies, click attach then weld. nothing. i increase the threshold and still nothing. what am i doing wrong?

in order to weld spline points they have to be in the same object. so you'll need to attach all your splines into one.

And apart from that, when it comes to spline-modeling you don't need to weld at all. Some verts just plain won't, too, on account of how splines work. Tick the little tickbox that makes you select all verts within a threshhold, if makes it very painless to move and select three or four verts on top of eachother as if it was one.

It may annoy you that there are multiple verts or whatever, but it really doesn't matter, it's how it's supposed to be, once you apply your Surface modifier it'll make your patches in all the good ways. "Surface" only cares about finding three or four spline-edges it can connect to a single tri- or quad-patch.
