It is ridiculous that they haven’t addressed this issue.

You do know that this is not a problem with the renderer or anything they've done outside of giving the user control of the way he wants to set up things.
Your resolution on those texture is too fine to hold up on video, or what have you, as they change with every frame render. There are things that you can do to help this out like using a gradient to soften the textures based on proximity to the camera, bake the texture or go over to flay.com and look for some of the other suggestions made for scintillating textures.

Yes I am well aware of the suggestions you have made and have more than once incorporated many of them. Thank you.
I still feel that it is ridiculous that they haven’t addressed this issue.
Work a rounds take time.
Programs that work are a time saver.

3d programs that are "work around free" do not exist. I'm not even sure if I would call adding a simple gradient to the texture a work around.
Also, Elmar has stated on the Newtek forums just recently that they are working on updating LW's texture filtering for an upcoming release. Worley has also said that texture filtering will be improved in the upcoming FPrime, which I would guess is probably going to come out fairly soon! :)

Good advice. Even renders out of PRman can yield those scintillating textures if you don't comprehend/understand how to avoid the phenomenon.
