When i make a tube primitive or a cylinder for that matter, and then convert it to editable polys, and THEN try to scae the cap, it tears and only the cap scales, not the surrounding polygons.

I manually have to weld all the points together and then scale them.

easy fix

select all the polys in the object
then select optimise

problem solved... (well for me at least)

it will work provided you dont move the caps away before hand (i.e. the first thing you do after making the object editable), you can also up the area that it checks from .01 to something higher (or lower if you're loosing polys that you don't need). i've never had it fail to connect any tube or cylinders caps without killing polys.

you just have to remember that the way it works is by evaluating the proximity of points and polys to each other (by the values given in the dialog box) so if hte points are too far away then you may end up loosing polys too which can be undesirable.
