If you're just talking about the tab panels in the UI. You can create and customize as many tab panels as you like with Macro scripts etc. Just right click on one and pick customize.

Some more related advices:
The special case of MAXScripts called MacroScripts can be placed on any tab (docked or floating), can be used as Quad Menu or Menu items, and can be assigned to Shortcuts. In this resepct, they behave exactly like the built-in ActionItems found under the Customize categories...
Note you can move them from floater to floater or inside the tab by holding down the Alt key and dragging them. You can clone them by holding down the Ctrl key. You can delete them by holding down Alt and draggingto a ewport... If you created a new tab, drag it to make it a floater, then move/copy existing scripts from other tabs to it if you want...

Thanks to all. But I mean multiple tab panels like this.
1. tab panel
Lights // Cameras // Helpers
2. Panel
Geometry // Compounds // reactor
These must be in 2 horizontal bars. Sorry if I make you misunderstood in my first post. So again BOBO help?:D

Nope, just one tab panel.
You can have any number of docked and floating toolbars, but only one panel where you can put the toolbars as tabs.
I personally never use the shipping "Camera/Geometry/Helpers" etc. tabs so I just delete some of them if I need more place.
You can also hide the floating toolbars and enable them only when you need them with a single click.
