not that i know of but if you search for a specific cartoon char on google you will get alot of resaults

By cartoon character references, I assume you mean model sheets. The best source that I've seen (and that is still around) is Animation Meat! (http://www.animationmeat.com/) Check out their downloads section.
Cartoon Network (http://www.cartoonnetwork.com/) used to have model sheets too, but they seem to have taken down that section of their site. :sad:
The site pomru posted is good.
There are quite a few here as well, you just need to join the group and then check their Files section: http://groups.yahoo.com/group/ModelSheets/

Cartoon Animation by Preston Blair is pretty good. It starts with the cartoon character concept and talks about various guides for creating characters (and in other sections, he discusses animating those chararacters). A really good book... and free online...
