Well it depends on the type of environment you're going for. . . there used to be a good link on Flay, to creating, texturing and lighting an outdoor scene, but i can't find it.

as for seas, If my camera is going to be a decent ways away, I tend to use a plane, and then use a crumple bump map, and then tweak color, diffuse, reflectivity, etc.
