Create a wake on the fluid.. in the option box make the foam intensity some value but the wake intensity zero, so you only get foam. Now delete the wake fluid emitter that was created and instead select the foamWakeFluid and the shorline, or any objects you wish to have foam around them the do fluid->addContents->emitFromObject. Adjust the temperature emission on the fluid emitter to control the amount of foam added to the ocean. If you need more detail increase the resolution of the foam fluid. Note that you could also paint the foam fluid temperature value with the paint fluids tool, and set initial conditions to foam just where you wanted it. Also keep in mind that the object emission into the foam fluid is based on where the object overlaps the foam fluid's box. It does not know about the height of ocean.. any triangles inside the box emit into the 2d grid. Thus a slowly sloping shoreline may overlap too much unless you make the foam fluid height less.
