I want to create an old style map like the ones used at sea in the 17th Century, are there any tutorials anywhere ?

Google for some photos of old maps and then reproduce it in PS.
Don't know about tutorials.. but the way I have done something similar is by simply painting layer by layer... (see here (http://www.deviantart.com/view/389341/)).

There are several ways to do this.
A. the CG way.
Make a layer in the right colour.
Put a layer (set to multiply) on top of that and brush in the effects.
B. The fun way.
Here is how I did that a few years ago:
1. Make a large pot of very strong coffee.
2. Let it cool down.
3. Take some sheets of paper, preferably thick paper that soaks a lot of liquid. I used aquarellics paper.
4. Lay a ruler along the sides of the paper and rip the sides off. That wil make the sides nice and fluffy.
5. Put the coffee in the sink and let the paper soak in it for a while.
6. Let a few coffe-soaked papers dry by itself and put a couple (folded) in the microwave so you'll have different results so you can pick the best to use.
7. You want it in Photoshop, so put the result on the scanner ;)
