This photo is too dark. I've tried to increase the brightness. I hope I can hear some comments from all of you to improve the overall photo.

Because its not the greatest quality photo theres not alot you could do with it. The 2nd does look better I would adjust each rgb level one at a time til you get a more natural look and then apply a unsharp mask filter to it and stay between 30-100% on it 100 may be too much, this isnt going to make a huge difference but back to back it will be noticable. Just click on and off the preview check mark to see the difference in each step.

instead of adjusting the rgb levels which can throw off how the colors mix, use the hue and saturation option. it is under Image>Adjustments>Hue/Saturation justcheck the preview bow and play with the sliders. if you are using photoshopCS the have this new and handy little feature called shadows/highlight. which is found under Image>Adjustments>Shadows/Highlight, be sure to check the preview box. and just play with the sliders i wouldn't adjust the highlight slider more than 15% and keep the tonal value between 5 and 10 of the original. just kinda toy with it to get what is best for your image. i hope that helps.

there is many ways to adjust image, do what works for you. common things are Levels. Mr. Majestic wrote what to do. it's cery importanat to ajdust each channel separately. Hold Alt when you slide sliders. That gives you picture how much information you lose so it's easier to know when to stop.
apart from Levels, use Curves, Hue/Saturation and Unsharp Mask.

I hope you don't mind that I changed a few things in the pic myself. I don't really know to much about this kind of thing, but I had a few ideas. I ended up turning the saturation down on some of the colors that were overpowering. I think it resulted in an image that is balanced much better. I hope this helps.
