U can just simply open your trackview, place the timeline at the beginning of your animation, select your keys and scale them with the "scale keys" tool .That was the easyest way, not the cleanest, but you can still give it a try......who knows, it might work if the animation is not to complex

You can also scale the entire scene in the Time Configuration. Right Click on the play button and adjust the Length value. This will scale your entire scene either way, interpolating between keys (the reason everything is done internally as 4800 ticks per second).
