I am working on an animation where a character is fried in an electric chair. I wanted to add a blue electricity effect running along the wires and the character. Is there a way to do this in AE, I can't figure it our how to do it in Max.

Yes, you can use the lighting plugin.

The plug in can be trick, but it will do what you describe.
