Anyone know a good way to lock the static foot in place during the leg cross-over motion in a walk cycle? I'm using bones.

Yes. Set the out key tangent type to linear where the foot plants, and set the in key tangent type to linear where the foot lifts back up. That should hold the foot in place nicely. Check your trackview to make sure the curve is a straight line between these keys if you need to.
