I"m still using painter 8 so I don't know if they changed it in 9 but goto edit/preferences/brush tracking to set the sensitivity for your stroke (or maybe just search for brush tracking) some brushes react differently to pressure which may not result in the effect your looking for.
Open the brush editor (ctrl-B) in painter 8 and play with those settings. The Documentation/manual should have more information on what all of these settings do.
Hope that helps....

Not all the variants are set that way by default. Bascally, in the Brush Controls, the minimum size (Min Size) needs to be set to less than 100%, and the Size Expression set to Pressure. The bigger the difference between the Size and Min Size settings, then the greater the size range possible when Size Expression = Pressure.
