This is the hardest question there is! ;)

I'd like to change my default TOP viewport so that +Y is horizontal and +X is vertical rather than the other way around. Is this possible without having to make it a USER view?

Thanks!

have you try to put a point at 0,0,0, rotae it as you want, then in transformations, pick it as reference transform pivot point ?

This might help:

Create->Helpers->Grid
Layout a grid in your top viewport
Second mouse button on grid -> Activate grid
Now you can select at your viewport settings:
Views->Grid->Top
(And Views->Grid>Front...and all the other axes)

Now place some objects and rotate your grid to see what happens. You're working in the coordinate space of your grid, very handy if you need to work under strange angles...

In your case, rotating the grid 90 degrees might do the trick.

If you cannot create lines in normal viewports anymore, activate the homegrid again..

Wow those are great suggestions!

The method that worked for me was the grid helper trick. I'm glad to know it can be done. I appreciate you guys' brain help! I learned two new tricks today.

Thanks!
