then..parent object to the cluster? i just tried that but it didn't work because the cluster doesn't follow the vertices, only vice versa.

Try a mel-script called "rivet (button) 1.0" at Highend3D. It works like a dream. You pick a couple of edges on the poly surface or a couple of CV's on a NURBS-surface and hit the "rivet" button and voilá! A locator is fixed in between the edges/CV's. Then you can parent whatever you like to the locator.
