Normally under XP, Wings stores user preferences in Preferences.txt in
<whatever>:\Documents and Settings\<user_name>\Application Data\Wings3D
But what if this folder is not present on a one-user XP system? Where does Wings look for preferences then?

Hmmm...I'm not too sure of the path for Single user systems. Though, have you tried searching your hard drive for the preferences file? Or, the application data folder?

Yes, I did both.
Then I changed some preferences and searched again, but couldn't find anything.
