Picture's worth a thousand words... and I have no idea what you mean.

At a guess of what is being asked.

You have 2 vertexes at a point where you want only one - so you want a function that in 3dsmax is called "weld".

In the editbuttons window is a button "remove duplicates", this gets rid of duplicate vertexes (only in selected vertexes), and redoes the faces. The slider to the right indicates the distance used for this removal (Standard is 0.001 blender units).

What I do in this situation is...

Select the vertex that is in the best position of the two. Use SHIFT-S and select "Cursor-Selection", the cursor will move to the vertex location. Select the other vertex.
Ensure that you are in "around 3d cursor mode". (This is on one of the buttons at the bottom of the 3d window). Now press "S" to scale the vertex, and scale it DOWN. This will move it closer to the 3d cursor (and the vertex to weld it to). When it is close enough, select both vertexes and click the remove duplicates button. (You should get a message that tells you how many were removed)

If it didn't remove one, then you either need to move it closer, or increase the slider.

If neither point is in the final position, then select both vertexes, by default you are in "median point" mode - though you should check (same button as 'around 3d cursor'), and scale them down until they coincide - then remove doubles.

Does any of that help?

Remove duplicate helps when you want to weld 2 halves.

But there is a more direct function, Merge (located in mesh/vertices in 3d header of edit mode, Hot-key alt-M).

select the points to Merge/weld, alt-M, you are given 2 options, merge at median point or 3D cursor.

Ah, a quick and easy shortcut for doing what I described manually.
