Banner creation problem

actually there is a really easy way to do it if i think i know what you are looking at..... open up the levels controls.... using the 'eyedroppers' for white point click on a darkish part on the photo. and just randomly click other areas and you will see that the 'effect' happens...... let me know if you need any more clarity
