first off, i did a search. i want to create an object falling on another object and at the point of impact a small cloud of dust and particles fly out (such as stone hitting stone). i want the dust to surround all 360 degrees of the object, but then rise up and fade out. please help. thanks

do you want it to automatically emit dust when they collide together?
If so let me know and I'll go into more detail.

to get particles to emit out of the surface and then rise up, in pflow...

build the flow, have a position object with that object there, then have a speed by surface with that object in it if you want it to emit particles and have them fire out based on their normals. Then have wind with some turbulence (a force operator) push it up.
the speed by surface is only necessary if you want it to blast out faking some kind of impactful feel to the particles before they begin to rise up. You could always just have a speed operator with a diverence of 180 degrees.

make sure the speeds not too strong as you want the wind to take over. You might also want to apply a drag spacewarp too to get it to slow down a little giving it some wind resistence.
