painting effects? just a dumb idea.. but thay have something close to that..or..
drop salt.. or sugar with a black background from about 3 times your heigth, well.. they used it in starwars ep1

Well, my idea was the waterfall be the main focus of the scene.

hey dude,
use illusion particles...amazing stuff can be done with that.
may be you render seperate passes of particles and put them together in post with color correction, off set timing,blur etc.

this is some 2d effect that come with combustion this is only good for fire or shot gun stuff like that but l never do a water fall with that ............for that l will use for sure realflow

Creating a nice waterfall would be a mixture of layers. (Time to use your comping program of choice.)
First off you can build your waterfall as a nurb's sheet and then use the paramaterization to control how your water texture flows over it. This way the water can be moving around rocks and near the edges of the waterfall where there's land, etc. It also provides shape as the water falls. Gnomon online has a free tutorial on this kind of thing.

Then it's going to be a mixture of adding particle effects for mist and spray which should be layered on in your comping app for more control.
Finally add some camera shake to show the power of the waterfall. (That is, if you're close enough to it, or it's not a tiny waterfall.) :)
Come to think of it, there's an entire "behind the scenes" of making waterfalls on the Phatom Menace DVD. I'd suggest checking it out.
