Just playing around with a clip in Premiere, and trying to get somewhere, so far i have put in noise and taken out all colors but green, but still can't get the look that i want, also adjusted brightness contrast, but the green just isn't showing up like i thought it would.

try adding some more noise... With your Gen 1 through Gen 3 NODs you'll always have a pixellated noisey static that moves through the screen... if you want to use a good refrence, i'd suggest trying to copy the effect from tom clancey's Splinter cell. That's about what you'd get.
Just remember, you can't see all objects as well as you could normally like trees and stuff, but the smallest light will be seen much better with a NOD in use...
