zip the scene and post it.
can't tell anything from that pic.

its gotta be the limits you have on though..

make new joints, put on the ik, see if you have the problem, which you should not...
then start adding the limits and see where the problem arrises...
its basic problem solving...

eh the hell with it... i made a walk cycle using set driven keys ( i am sure there is a better way) but i am new to this so i am using what i know so far... its actually pretty convincing for what i needed to do...BUT what happens when i need to do another project? Hmm..i will be screwed. Maya is rendering my walk cycle as i am typing so i will upload the scene file tomorrow. Is there a certain procedure to rigging that i should be aware of? i thought i was doing it the right way (model, skeleton, parent or bind set limits the IK) ??

why set limits?

check the help on pole vector constraints...

on second thought.... read the manual...
