in point 10.) he says

10.) Finally... split up your mesh a little more so that you have even spacing between your edges..

how can i do it > what should i do to be (mesh). plz

try scaling them, that might work. Good Luck.

So you've done the previous steps, yes?
The 10. point just tells you to continue on doing the splits with the polygon split tool, just split them up 'till you see something like in the picture.

hi one more thing can U explain this;)

he says

In your front viewport move the points of the eye radial so that they fit to your drawing. Then in your shaded perspective view pull those points one at a time in the Z direction until they ride the surface of the nurbs sphere.

go to front perspective and look straight at the points of the eye and move them so the eye hole takes on the shape of the model's eye...when you change to a perspective view the points will still all be flat... you have to move the points forward in order to get them to align with the eyeball... the z-direction references to X=left/right Y=up/down and Z=forward/back... what the tutorial says is to move the points forward so they fit around the eyeball.. i hope this makes sense.
