3) If you are referring to the image you linked to and the linework on it... well I would say that its only visible around the silhouette of two of the characters, so the linework doesn't continue into the inner shapes at all. The outline of the silhouette would probably be there because the artist wanted to help seperate the two characters from the background and create a seperation of the two spaces. It works fairly well, but doesn't look particularily great imo.
