The title says it all really... is there a freeware/low-end software with nurbs-modelling capabilities comparable to the box-modelling features of wings3d?

I am not sure, whether I really understood you right. Do you look for
NURBS modelling software that allows to model with NURBS the same
way you are used to in Wings3D or do you look for NURBS modelling
software that is as mature as Wings3D?
Anyhow, only few free and viable alternatives come to my mind:

I was thinking along the lines of the latter, that is.. simple but powerful nurbs modeller.

This might be a bit premature, but there's a free Nurbs modeller that's been in development since 1994. As a disclaimer, I haven't used it at all, I've just seen it and thought I'd mention it to you if you wanted to check it out.

They also have RIB file output and integrate with the aqsis renderman-compliant renderer.

The price tag of Rhino might still be too high for the OP.
Remember, he compared with the totally free Wings3D...
I can second your statement wrt. NURBS kernels. I think
that is why many commercial applications use the NLib
(and/or its companions).
