With some fallofs on seflillum and diffuse you may reach that style. See Antarctica.max file in max4 samples
Sadly there is no all encompassing material to magically achieve those results (if there is... then let me have it!!). As Reality3D said, check out the scene file with max... should get the ball rolling for you.
However, if its the "translucent" effect of the ice that you're after, then I strongly reccomend you take a look at Adam Grant's translucency script here (http://members.optushome.com.au/ghra/index.htm) - take a look at the ice block image/scene file on there for some pointers.
Although it may be impractical for a whole landscapes lighting, incorporated into a material like the one in the Antartic Max file - it could help you achieve what you're after. (That and it's DAMN cool!!)
