I never modeled car and I'm thinking about trying to do it. I got one question. The head light I should model or texture to have something like this http://armanabrar.20un.com/pic2.jpg ?

It depends on kind of model you're working with.
Low poly car models tend to use texturing for small details.
High-poly cars sometimes have everything modeled.
Sometimes there's stuff in-between too. The reflector and lens might be modeled fairly simple and all the faceting surface details are driven by texture.
So the best approach is one that suits what the model is going to be used for and the amount of computing power you have to throw at it.

For a high-poly light, I would model it out, keeping the reflective area unsmoothed, and adding a 100% reflective material to it.
