How to make cloth, i want to make picture like this:

i don't have an idea, i don't know how this work, is there some a modifier or reactor, so i create just plane and program make it that way?

There is a modifier that is called conform. You will find it under create > compound objects > conform. I'm not sure if it works well with non closed objects(like a plane) but check out the user reference for tips.

Forgot about reactor cloth! There is some good tutorials in the reactor > scenes > tutorials folder.
