Why Advanced Render is not including with R9 core?

Because not everybody needs it and putting it into the core would increase the price.

For the same reason you have to pay extra for power windows and alloys.

...but then again power windows are now standard on most cars, and alloys are also often included if you get a good deal on a new car... if not shop elsewhere...

In the 3D world - both XSI and Carrara Studio 3D, show that good-looking HDRI, GI and Caustics is now available in the core - while the core has also maintained or reduced it's price.

The world moves forward after all...

The renderer in Lightwave is a very capable one (a bit slowy) and at no extra fees.

But then again, if you'd want to add FPrime, you'd have to pay extra for it.

Finally we always have to pay for something in this world.

The renderer in Lightwave is a very capable one (a bit slowy) and at no extra fees. and LW is more comparable to the XL bundle from C4d ( not the core package), which includes the Advanced Renderer

coming along with cinema 4d r9, lightwave and XLbundle of c4d arent comparable in any way - as the XL bundle costs more than just 50 bucks more, but offers u ALOT of more features (starting with easy cloth, over SPD, a renderer similar to LW quality but faster). LW is cheap compared to the pricing of others, but it doesnt seem to pursue the other 3dApps in features and capability too much, anyway
