A few things, since you asked.
Photoshop has more than one size of brush, might try changing it for broad areas, and details. Theres also a nice tool called the smudge tool to blend your colors. As far as being a portrait, you might trying to loosening your hand up a bit, your lines really reflect being done with a mouse/trackball. A photo for reference or a mirror or something would help you immensly. To convey a sense of the third dimension you might try shading your picture.

you can also use the 'burn' and dodge' tools to create shadows and highlights...
i would suggest u buy a graphic tablet cause its hard to draw with a mouse.
