how would i go about doing this since "noisy channel" does not have envelopes

Look for Noisy Channel 2 on flay. I believe it's made by the guys at DStorm. It's basically the same as NC, but you can envelope the parameters. Works great.

If that doesn't work for you, you could try my vibrate plugin. It allows you to ease in and ease out.

the other people's suggestions are probably better but you can do this in lw now by tying by applying the noise on a null object and use expressions on your vibrating object to follow that null in addition to MULTIPLYING it by another envelopable value (e.g. another null) to control the amount of noise influence it picks up.
noiseNull.Position.X * influenceNull.Position.X
noiseNull is the null with the noise channel, and influenceNull is used to control how much noise. if the influenceNull is at X==0 then there is no noise. if you move it X=+1m then it is at full influence. move it at +2m then you would have doubled the effect.
