i'm tring to weld two vertex and some how they wont weld
the pic show what i mean

A bit difficult to see from the picture. But I've encountered this problem myself a fair amount of times. You could try a couple of things:
1. Check if you have some polys hidden.
2. Normals - try to flip normals and then weld.
3. Detach&delete polys in the problem area. Rebuild.
I'm modeling a Land Rover at the moment and I had the same problem - I could not weld vertices or create polys. It turned out that a transparent poly(window) was in the way, all I had had to do was to flip the poly normal. There is always a solution:)

the wierd part is that when i changes it to editable mesh the weld works
but when i'm on editable poly it's not working

You're welcome, Shugi. Hope you can sort it out. And yes, I've noticed the differences between poly and editable mesh also. I really like the editable poly. With inset, outline, hinge from edge and so on. Really cool tools :applause: Not to forget ring and loop selection on edge sub-object. Very useful.

Sounds like you have it fixed but I have encountered a nice fix for this and would like to share.
Step 1. Go to select only mode (press q) and draw a huge box around the entire area in question.
Step 2. hold the alt key down and start single clicking on the polys you know you want to keep. They will get deselected. Watch carefully how many polys you have selected (in the modify window) and keep alt clicking the "good" polys. Made sure you click way in the middle and not near the edge where your secret screwed up polys are probably hiding.
Step 3. Usually you get down to the end and you will still have some polys selected in that middle area, probably ones that you dont need. Delete.
This also works well with verticies also.
