If I got this right, you want all your keys to be integers after scale ..., for this right click on the time line and choose Snap.
This is just me but I've never liked Dopesheet, you can Shift select the keys in the time line and scale/copy/move them (I think it's easier this way).

So far I've just been moving and snapped one key one at a time...

It's strange ..., should work ....,if not, do it from Graph Editor->Edit->Snap ,from there you have more control/options.

There is also a Select Unsnapped option to ease this process.

BTW, the dope sheet RULES for pose to pose animation. I highly recommend my good friend, Keith Lango's Pop Thru approach and the application of the dope sheet for it. It can really help focus your attention back on the pose and timing while picking up some speed in the process. He's got awesome skillz and a great approach to 3D chars.

Thanks for the link bigfatMELon, "Pose to Pose Pop-Through Animation Article" it's really good, and resembles a lot with what I do, except for the stepped tangents (I have my tangents set to clamped from the beginning).
As you may know many cg animators use a combination of pose-to-pose and straight-ahead technique (at least I am ...), and I find it more flexible and well organized (like your friend Keith said). I too, put all the keys at the same frame in the beginning, and offset them afterwards, but I use the time line and the graph editor for this because they seem easier to me, I find dope Sheet too complex, some people may say this about the graph editor but it's everybody's choise (what feels more comfortable), I think it has something to do with the fact that I opened the dope sheet early when I was learning maya and I got lost ... :p ... so for me it's not working, but it may for others ... thanks again for that link, it was a very good reading ... I will go back to that site now, and stop bothering you ... :p
