I have a problem(I'm sure i'm not the first) of double edges and non welded vertices(no matter what the threshold).
Doe's anyone knows how to get over it and why does it happen?

Hey....
Sorry mate but you are not being very clear at the moment and i'm really not sure what context you are talking in but..
Are you sure that the vertex belong to the same object or if they are 2 diff objects that they are attached.
To connect vertices try put on your 3d snap and make sure that it's set to vertex, check ignore backfacing and under weld select target and specify the pixel distance then move the vertex to the desired vertex and it will snap to it, when you release the mouse it will be welded.
try be more specific and let's see if we can help you more

But let me be more specific:
First - I use one object.
Second - I'm cutting few polygons whith the cut tool and stop in the middle of an edge of a polygon.
Third - I'm trying to weld the point i got in the middle of the edge to a point at the end of the same edge.
Result - 'No vertices whithin the threshold' no matter what I try.
I thought I might use collapse but then I just move on whithout understanding what's happend.Or maby this is something that got to do whith Refine Ends(which I still didn't get what's it for).
I hope that i'v enlightened things.
Sorry mate, i've tried what you have said but i have no problem with it. Have you tried my way with the 3d snap on vertex and the target button on in the weld spinner?
As far as refine ends is concerned,not to be nasty, it's a little trick i call HELP in 3dmax and perhaps it's a little thing you should get more aquainted with:
Refine Ends: When on, adjacent faces at the ends of the cut are also divided by additional vertices, so that the surface stays contiguous. When Refine Ends is off, the surface will have a seam where the new vertex meets the adjacent face. For this reason, it's a good idea to keep Refine Ends turned on, unless you are sure that you don't want the extra vertices created.
Refine Ends affects only Cut. It does not affect Slice.
Note: When performing a Cut, turn on Selection rollout > Ignore Backfacing to avoid accidentally selecting edges on the back side of the mesh.

I think it's just how max works. In my opinion the cut tool produces rather strange results that take too much time to clean up. I got so aggravated with it that I don't use it at all. Weld doesn't work in some situations - I'm not sure why either. I always used collapse like you said.
I just use the MeshTools instead. And MJPolyTools that were posted here recently are good, too. I wish they had icons for buttons - I'm too lazy to make them.

If it's a poly, convert it to a mesh then weld the points then convert back to poly.
If it's a mesh I don't think there is any work around.
