It's really blury and hard to make out objects, unless thats what you're going for.

If not perhaps you could get the blur in one direction sorta like rain or sharpen up the lines so its got better definition.

As for the light on the water....hmmm it doesn't look like there is any direct light source at the moment, it looks like a very over cast day. You would need to add 'sunlight' type highlights to the rest of the trees and ever greens. For both the water and trees perhaps the highlight tool and some blending work in PS would work.
