I would like the radial blur effect to affect only certain colors in the layer, say for example only the bright/white color? Is this achievable, and how?

You could duplicate the layer you want to blur and pull a key on it (luma or chroma, depending on your needs). Then apply the radial blur on that layer and use an appropriate blendmode.
