Am about to do my lightning setup, just want to add a low bloom (small glow where a surface is lighted a lot)

are there any scripts that do this or can it be done from within max4 ?

Yes, it's a script called "Specular Bloom". It's on the second CD that comes with Max (not the install CD). It's actually just a simple variant of the blur render effect.

Neil Blevins wrote a tutorial a while ago on how you can achieve this with max's blur effect :
