the tri count is around 5000 now but i did not optimize
comments or constructive crits are welcome

Well, i'm by no means an expert myself but here goes:
His hands looks a bit too small, and the fingers a little thin, but maybe it's the camera perspective that does this.
The arms are very cilinder-like a bit too much maybe for arms. Read ben mathis' tutorial on: http://www.poopinmymouth.com/tutorial/tutorial.htm he has some tips on how to prevent cilinder syndrome :)
You can ditch a lot of poly's in his bulletproof vest, since it seems to be flat.
The side of it looks too sharp since it folds around the body.
Well just some things, you got a good start so with some tweaking and a nice texture map you'll have a soldier in no time ^^)

It can use some optimizations :) Hehe, j/k.
From the renders, the hands look to small. You could also try to make the arms a little thicker. The chest lookes a bit to like a box. I understand that the front part is supposed to be flat. But maybe create some more depth and roundness at the sides, under the front part.
Well, thats all i have to critique. :) Model looks good for as far as i can see.

here's a quicky update, i made the arms bigger and shaped them more into muscle shapes, scaled up the hands, boots & torso and made the transition from the armor to the cloth beneath a bit smoother

your poly count seems awfully high... and your model is a little boxy but it looks good and works! if you wanna take a look at one of my atempts at a soldier >> http://www.cgchat.com/forum/attachment.php?s=&postid=183233 then feel free. my poly count was about 2700.
