so much depends: what youre modelling, how you intend to use it, how much experience you already have. if you have no experience, then there is no fast way. id suggest box modelling (depending on what you intend to make) to get a good grasp of concepts in 3d space, then subdivide. try reading these:

http://maxrovat.sns.hu/subdiv/subdivmodeling.htm (principles)
hope this helps. if not, be more specific on what you intend to make. there are many many ways to approach modelling, and none are the 'best'.
