Love the loose style! keep it up! He looks like he just needs a butcher's cleaver that's bigger than he is and He'd go on a rampage.
No neck ... he looks more dangerous without the skinny long neck.
Re: the story - I would probably start with a very broad idea of what I'd like the story to convey to the reader. Pick a genre and then begin to plot out chapters. Work from big idea to little details. If you try to plot out details before getting the "big picture" set then you'll have difficulties later on.
Well, if that wasn't a generalized bit of advice :D ... hope that wasn't too vaque for you. I tried :hmm:

Do you have a deadline to mull over your story?
If not, I can probably give you a hand ....
I was a storyboard artist ... and I majored in creative writing ... and yadayadayada ...
Anyway ... I might be able to help you hash out something ...
Kirt gave you good feedback though .... start working out broad generalizations of your ideas ... a good place to start is to decide whether you want to grow a story from character-based ideas ... or from premise-based ideas ...
But it looks to me like you're a character-based guy, so I'd run with that ...
But yeah ... keep it up ... looking forward to your posts!!

Nice to see the character develop and getting more evil.
If you're gonna use hime for a comic, make sure he can be put in very different poses and face-expressions.

Awwww, He's so cute! Not to be an asshole, but I find the whole cruelty to animals so overdone. whenever there is a story about a disturbed little boy, he always kills a cat (they have the worst of luck, those felines) He needs origionality in his psycosis. Like for example, he captures his little sister, cuts off her nipples, and uses them as earrings. Hell that could even be the running joke. He kills his parents and just mutilates his little sister. Or maybe his parents are alive and just think he's "cute". just throwin' a few ideas out.

Would be even funnier, if he had a shirt with a very cute pink bunny on it.
Everyone can see from his face he rapes dead whatevers. As for a contrast. Like his mommy dresses him and still loves him and she's the only one blind for his psychopathism (is that a word?).
