1.) Exactly like a Normal map or something like this ¬

If like a normal map, try the nVidia Adobe PhotoShop Normal Map Plug-in insted, that you can download here (http://developer.nvidia.com/object/nv_texture_tools.html)
2.) What do you mean some different from those avaliable in PS ¬

3.) I think Liquify tool will do the trick, even tho it's not a envolope or deform cage tool it works just fine.

Simply click on the contour icon ;)
Try the nvidia plugin then, I think it's just what you want

Adobe After Effects has a bezier grid distortion... so therefore due to marketing they won't introduce it to photoshop.

I don't get you point there mate, sorry I'm not Bill Murray but I'm might be lost in translation :D
You don't mean something like this?

erm...do you gain anything be going from bump to normal? surely the normal map will only contain the same info as the bump but just in a different format...how would you get in the extra information that a normal map allows for ie the hieght measured in all 3 axis rather than just in the normal of the face as a bump would...
