CGTalk - Rotation please!

If you've ever worked in Open Canvas one of the coolest thing that little program supports is the "rotate on the fly" feature by holding down the ALT key and just rotating with your mouse so as to get a better angle at striking the image.

Now, does anyone know how to do this in Photoshop WITHOUT using the free Transform tool?

i don't think photoshop has this function unlike painter... and yes sometimes I wish there was...
